2. Click 'Local Security Policy'.
3. Click 'User Rights Assignments'.
4. Click 'Change System Time'.
5. Remove Power Users and all "extra" Admin. and or other users. So only administrators can change the time but not any other kind of users.
As you can see, this is not a perfect way to lock the time setting with Windows operating system time, there is another better way to lock the time setting with Windows.
2. Set a password to lock the time setting
In fact, you can use a password to disable or enable change of date and time on Windows operating systme, but you need to install a third-party software, which is 'Isurveillancesoft Shutdown Timer'. After installing it in your computer you can follow below steps to disable or enable change of time on Windows operating system, which includs: Windows 2000, Windows XP, Windows Vista, Windows 7 and Windows 8.
1. Open the operation UI of Isurveillancesoft
Shutdown Timer software. It is necessary to open the UI that the computer user input a password which you set when you install it into your computer.
2. Click 'Setting' tag to open 'Setting' page.
3. Tick 'Forbid Setting System Time' check box to lock the time setting.
4. Untick 'Forbid Setting System Time' check box to unlock the time setting.
